This section provides an overview of various industry initiatives and assistance to shape Malaysian Oil and Gas Services and Equipment (OGSE) vendors and enhance their competitiveness to grow. We hope to see our vendors become globally competitive and contribute to the country's economic growth, promote a healthy ecosystem and safeguard strategic national interests.
Vendor Development Programme
PETRONAS VDP focuses on nurturing Bumiputera vendors to be resilient and sustainable to achieve the following objectives:
- Technically competent
- Commercially attractive
- Developing home grown technologies
- Fostering growth and going international
- Candidate for KLSE listing - long-term objectives
The custodian of VDP is the Ministry of Entrepreneur Development and Cooperatives (MEDAC), responsible for regulating the programme and defining the eligibility criteria for VDP vendors who meet SME requirements and minimum 51% Bumiputera ownership.
VDP has evolved since its inception in 1993. The programme has been successfully implemented and undergone various phases of learnings, in tandem with different challenges faced by the industry.
Today, PETRONAS VDP has produced world-class Bumiputera companies that are able to compete in global markets, with success stories of international footprints in over 30 countries, listed at Bursa Malaysia, and recognised by international and local agencies.

Nurture OGSE Bumiputera SMEs
PETRONAS VDP programme objective is to create resilient and competitive Bumiputera SMEs to support the Malaysian oil and gas ecosystem.
How to be a part of VDP Programme:
- PETRONAS will invite potential candidates on Competitive Bidding mode for the approved VDP scope.

1. Proposal
Kindly send your interest to become a PETRONAS VDP Vendor by submitting your proposal. General company and individual information is requested.
2. Tendering
Your proposal will be made accessible to the PETRONAS internal community and selected via competitive bidding.
3. Appointment
Upon being successful, you will be appointed as a PETRONAS VDP Vendor for a certain scope and duration.
4. Development
You will be developed on a certain focus area from an agreed KPI with PETRONAS.
5. Graduation
You will be assessed by PETRONAS based on development milestones and graduated upon achieving all KPI.

Access To Financing
PETRONAS has developed partnerships with Malaysian financial institutions to facilitate access to financing for its vendors through dedicated OGSE financing programmes.
Vendor Financing Programme
PETRONAS facilitates the programme by providing a verification platform on contracts awarded and contractor performance. By subscribing to this programme, vendors can obtain credit facilities faster and at favourable terms.
Special OGSE Financing Programme
Special financing pathways support eligible OGSE companies with growth, capability building and project delivery requirements.
Sustainable Vendor Financing Programme
The programme helps vendors strengthen sustainability performance while improving access to financing linked to responsible business practices.
Malaysia Tax Incentives Guidebook
In collaboration with the Ministry of Investment, Trade and Industry (MITI) and the Malaysian Investment Development Authority (MIDA), PETRONAS has published a compilation and guide for tax incentives relevant to the OGSE industry.
There are 28 tax incentives identified as relevant to OGSE players. The guide supports financial planning and helps businesses identify suitable incentives for their operations and investments.
